Emergency response roles are not typically assigned via title or management position, but by the tasks that need to be completed. Emergency response protocols should be revisited regularly to fill/revise roles as people add/leave or obtain new skills. Many Risk Managers have different responsibilities (e.g. Workers Comp, Benefits, compliance, site safety planning, employee safety to name a few). A review of your emergency protocols and individual staff skillsets will help determine who can fill the roles. In my prior district, I worked with Site Admin to help determine who would be responsible for response actions/communications based on the skills needed to fulfill Site Safety Team member positions. That often includes a mix of positions including Custodian, P.E.Teacher/Coach, yard duty, Office Assistant, etc. At a District Office, people were assigned duties per location and ability to carry out tasks. Emergency response is not necessarily tied to org chart roles.
